Companies in Nottingham are to face a £250-a-year charge for each parking space they have, after the Government approved the introduction of a city-wide workplace parking levy (WPL).
The city is the first to introduce such a scheme, the provision for which was laid down in the Transport Act 2000. Under the plans, companies with 11 or more staff parking spaces must pay an annual charge for each.
Nottingham City Council hopes that the WPL will tackle the city's traffic and congestion problems. It estimates that it could generate annual income of £11.3 million, some of which will be used to pay towards the second phase of the city's tram network.
The WPL has been heavily criticised since the Government began a consultation on how to implement it in December. AA president Edmund King has described the scheme as "a tax on work".
"The last thing that employees, and indeed employers, want is a tax on work in the current financial and economic climate," he said in February.
However, Richard Hebditch, of the Campaign for Better Transport, welcomed the scheme.
"We put forward the idea of workplace parking levies as a fairer way to raise money to invest in the future of local transport services," he said.
"We are pleased that the people of Nottingham will be the first to benefit."
The charge, originally planned for 2010, has been delayed for two years to allow recession-hit businesses more time to prepare.
