More than one in 20 motorists in the UK may have had their vehicles clamped while parked on privately-owned land, a survey for the RAC Foundation has found.
In the poll of 1,000 motorists, 6% said that their car had been immobilised on private land - suggesting that as many as 1.2 million drivers may have experienced the problem across the UK.
In recent months, pressure has been building for better regulation of wheel-clamping businesses. In March, a survey of MPs found that a large majority were in favour of tightening the rules. At the end of April, the Home Office opened a consultation on the matter.
Director of the RAC Foundation Professor Stephen Glaister welcomed the consultation, but warned that rogue clampers would be tempted to make the most out of the current circumstances - especially in areas where tourists may be unfamiliar with local parking rules.
"Whilst most private parking companies are reputable, some are not," he said.
"The RAC Foundation regularly hears from people who are at their wits' end after they have had their cars clamped and removed, and then been charged an extortionate fee to get them back."
The poll suggests that London and Wales share the highest incidence of clamping on private land, with 9% of respondents in those areas having been clamped. With 3%, the West Country enjoyed the lowest rate.
Clamping on private land has been outlawed in Scotland since 1992.
