The Government has outlined transport plans that aim to reduce road deaths by a third, and to make Britain's roads "the safest in the world".
The proposals, contained in a Department for Transport consultation, include plans to extend the use of 20mph zones, and to reduce speed limits on dangerous single-carriageway rural roads.
Announcing the consultation, Road Safety Minister Jim Fitzpatrick said: "We've already made real improvements to the safety of our roads - there are now almost 17,000 fewer deaths or serious injuries in a year than there were in the mid-1990s.
"But it is intolerable that eight people are still dying on our roads each day."
The proposals include a target for 2020 to have cut all road deaths and serious injuries by at least 33%, compared to the 2004-2008 average.
A second, more aggressive target aims to halve deaths and serious injuries in the 0-17-year-old age group over the same period.
"We want to make Britain's roads the safest in the world. That will mean improving vehicles and the road network as well as helping drivers and other road users to be as safe as possible," Fitzpatrick added.
In 2007, the most recent year for which full figures are available, 2,943 people died in accidents on the UK's roads.
