Every second, around 100,000 drivers in the UK are illegally holding mobile phones when they should have both hands on the steering wheel, according to the AA.
The motoring group compares the figure to the total number of convictions for using a mobile phone while driving in 2006 - 170,000.
This follows the news that Labour peer Lord Ahmed has been jailed for texting while driving on the M1, minutes before being involved in a fatal accident.
The AA used its own estimate that there are usually around 10 million cars on the UK's roads. It then combined that with figures from a survey carried out on behalf of the Department for Transport in 2007, which found that 1% of car drivers were using hand-held mobiles at any one time, with the proportion climbing to 2.5% for van drivers.
AA president Edmund King warned motorists that police routinely check mobile phone records when there has been an accident, to check whether use could have been a contributory factor.
"Motorists need to understand the dangers and consequences of misusing a mobile phone whilst driving," he added.
"All too often we see mobile motoring madness on our roads, but motorists must now get the message about the dangers."
On Friday (27 February), it will be exactly two years since the three-point penalty and £60 fine was introduced for driving while using a hand-held mobile.
In a recent survey more than a third of drivers admitted that they still use a mobile phone while driving.
