Carrying young passengers is "one of the highest risk situations" for a newly-qualified driver, an insurance industry report has found.
And the risk of a fatal collision is 182% higher for a young driver with three or more passengers than for one driving alone.
The figures are contained in a report submitted by the Association of British Insurers (ABI) to a Department for Transport (DfT) consultation on learning to drive.
The ABI is calling for measures including a minimum learning period of 12 months, and a restriction on the number of passengers that the youngest drivers can carry during their first six months of driving.
"ABI evidence shows that an 18-year-old driver is more than twice as likely to make an insurance claim as a driver in their fifties, and almost three times as likely to cause a collision," the report states.
"Bringing young drivers' collision and claim rate down... will improve their own, their passengers and other road users' safety.
"It will also help them reduce their insurance premiums over time."
Last week, Ford announced a new key system that could impose speed and safety restrictions on younger drivers.
DfT statistics show that in 2007, 29% of all deaths among those aged 15-19 were caused on the road.
